Scheduled for July 14-18, 2025, it has been officially announced by the U.S. House Committee on Financial Services and the House Committee on Agriculture.1 This week represents a joint legislative and industry effort to solidify America's position as a leader in digital assets.
Legislative Agenda: Forging a Clear Regulatory Path
The central focus of "Crypto Week" is the consideration of three pieces of legislation. These bills are the result of "years of dedicated work in Congress on digital assets."1

The CLARITY Act, designed to establish a comprehensive regulatory framework for digital assets, including specific rules for the issuance and operation of dollar-backed payment stablecoins. Its strong bipartisan support in committee votes (32-19 and 47-6) suggests a high likelihood of passage.1
The Anti-CBDC Surveillance State Act seeks to permanently block the creation of a central bank digital currency (CBDC) in the U.S., emphasizing privacy and individual sovereignty. This reflects concerns about potential government overreach in financial transactions.1
The Senate's GENIUS Act indicates a coordinated effort to advance digital asset legislation in tandem with the House bills.1
Chairman French Hill (House Financial Services), Chairman GT Thompson (House Agriculture), Majority Whip Tom Emmer, Chairman Tim Scott, Senator Bill Hagerty, and Rep. Dusty Johnson are vocal proponents, highlighting cross-committee and bicameral support.1 The specific combination of the CLARITY Act and the Anti-CBDC Surveillance State Act enables private sector innovation through clear rules for stablecoins. It restricts potential government competition or surveillance via a CBDC. These acts prioritize private, market-driven digital asset development over state-controlled digital money, emphasizing values such as privacy, individual sovereignty, and free-market competitiveness.1
Broader Context: A Shifting Regulatory Landscape
The March 7, 2025, Washington Crypto Summit highlighted a move away from an "enforcement-based approach" towards a more "cooperative and innovation-friendly environment."3 This shift is critical for industry confidence, as previous years were marked by uncertainty due to punitive measures and strict regulatory actions.3
Another significant development this year was President Trump's executive order on March 6, 2025, establishing a Strategic Bitcoin Reserve and a U.S. Digital Asset Stockpile.3 The Bitcoin Reserve is funded by Bitcoin seized from criminal and civil forfeiture cases. At the same time, the Digital Asset Stockpile comprises other forfeited digital assets, with the Treasury retaining discretion for their sales.3 This executive order moves beyond regulatory oversight to active asset management and strategic national interest, signifying a deeper governmental acceptance and integration of crypto into national policy. Treasury Secretary Scott Bessent has also emphasized the strategic importance of stablecoins in maintaining U.S. dollar dominance, linking cryptocurrency policy to broader economic and geopolitical goals.3
